The Topcorridors program is a collaborative initiative between the Dutch government and regional partners aimed at enhancing the efficiency, sustainability, and safety of the Netherlands' primary freight transport routes. These corridors are vital to the nation's economy, facilitating seamless movement of goods between major ports, urban centers, and the European hinterland.

Objective and Ambitions

By 2030, the Topcorridors program aspires to position the Netherlands' main freight corridors as global leaders in efficient, sustainable, and resilient logistics. This vision is structured around four key pillars:

  • Future-Proof Connections: Ensuring swift, reliable, and safe multimodal links between major ports like Rotterdam, Amsterdam, Moerdijk, North Sea Port  and the broader European market. This involves robust infrastructure and optimized use of existing networks, including roads, waterways, railways, and pipelines.
  • Multifunctional Hubs: Developing a cohesive network of strategically located hubs that grow sustainably and competitively, harmonizing with their physical surroundings. Key hubs include Tilburg, Tiel, Nijmegen, Venlo, and Sittard-Geleen/Stein.
  • Sustainable Corridors: Promoting eco-friendly freight handling to meet climate commitments and enhance environmental quality. This includes initiatives to shift transport modes from road to water and rail, and the establishment of zero-emission fueling stations.
  • Digitalized Supply Chains: Leveraging advanced digital tools to create a seamless, reliable, and secure transport system. This enhances competitiveness, supports sustainability efforts, and strengthens the resilience of the corridors.

Ongoing Projects

The program encompasses a range of projects aligned with its core pillars:

  • Modal Shift Initiatives: Financial incentives are provided to encourage the transition of freight from road to inland waterways and rail. The Modal shift programme aims to divert approximately 3,000 TEU (Twenty-Foot Equivalent Units) per day from road transport, equating to over 440,000 containers annually. 
  • Digitalization Efforts: Establishment of Living Labs focused on the digital transformation of inland ports and perishable goods logistics. These labs serve as experimental platforms to test and scale innovative, data-driven solutions. 
  • Sustainable Transport Solutions: Collaborative projects aimed at developing emission-free logistics services and organizing loading and unloading hubs to enhance urban inland shipping. Among others, Clean Energy Hubs will be set be along the corridors.

Through these concerted efforts, the Topcorridors program seeks to maintain and enhance the Netherlands' leading position in global logistics, ensuring economic growth within a sustainable and livable environment.
